The department is hereby designated as the investigating and enforcing authority pursuant
to the provisions of this article. The department is hereby directed and empowered
to inspect land on which a nuisance is suspected to exist, to receive all complaints
of a violation of this article, and to enter upon any real property in the conduct
of official business pursuant to this article and process any violations by citation,
appearance before the code enforcement board, criminal complaint, or injunctive relief,
in accordance with the provisions of Section 13.10.00 et seq.
