In their interpretation and application, the provisions of this Code shall be held
to be minimum or maximum requirements, as the case may be, adopted for the promotion
of the public health, safety, morals, or general welfare and shall be liberally construed
toward that end. Wherever the requirements of this Code are at variance with the requirements
of any other lawfully adopted statute, rule, regulations, ordinance, Code, or restrictive
covenant, the most restrictive or that imposing the higher standards, shall govern.
The words "used" or "occupied" include the words intended, designed, or arranged to
be used or occupied. The word "lot" includes the words plot, parcel, or tract. The
word "structure" includes the word building as well as other things constructed or
erected on the ground, attached to something having location on the ground, or requiring
construction or erection on the ground. The word "land" includes the words water,
marsh, or swamp. The words "person" or "individual" means any natural person, firm,
partnership, association, corporation, organization or entity of any kind.
