The following words, terms and phrases, when used in this chapter, shall have the
meanings ascribed to them in this section, except where the context clearly indicates
a different meaning:
Utility
means water or sewer utility and includes every person, lessee, trustee or receiver
owning, operating, managing, or controlling a system, or proposing construction of
a system, who is providing, or proposes to provide, water or sewer service to the
public for compensation.
