This article shall apply to all underground, surface or overhead work to be done within
the county rights-of-way. Included is work within the travel way, paved areas, unpaved
areas, areas between the pavement or travel way and right-of-way line, and drainage
right-of-way and easements.

This article shall apply to all private contractors, private citizens, utility companies,
public bodies and persons or groups proposing to install, construct, maintain or repair
any facility or structure within any right-of-way or drainage easement in the county,
including the county maintained right-of-way of state secondary roads.
