This article is enacted to carry out the purpose and intent of, and exercise the authority
set out in, the Local Government Comprehensive Planning and Land Development Regulation
Act, F.S. §§ 163.3161—163.3215. The goals, objectives and policies contained in this
plan shall be reasonably applied where they are economically and environmentally feasible,
not contrary to the public interest, and consistent with the protection of private
property rights. This plan shall be construed and applied as a whole, and no specific
goal, objective or policy in the plan shall be construed or applied in isolation from
the other goals, objectives or policies of the plan.
