§ 22-32. Rules of construction and intent of article.

  • The provisions of this article are intended to protect the public from injury as a result of substandard or unethical construction related practices. As the average citizen does not possess the training or experience to recognize deviations from generally accepted construction industry standards and practices, the public is best served by regulating the construction industry in an attempt to provide the most qualified and responsible tradesmen possible. Where a provision of this article must be construed, it shall be afforded a meaning that advances this intent to protect the general public health, safety and welfare rather than private or commercial interests.
