§ 10-112. Standards of operation.

  • Any facility seeking licensing and authorization as an animal shelter shall develop written policies demonstrating that:

    (1)

    Disposal of any animals euthanized or expiring in the care, custody or control of the shelter will be in accordance with all applicable state statutes, regulations and county ordinances. All carcasses will be disposed of in the county disposal site at the posted rate for such disposal.

    (2)

    Should the county adopt procedures for licensing of animals, the animal control division will issue license certificates for dogs and cats as agent for the county and how the animal shelter shall account for and remit monthly to the county such monies received for said licenses.

    (3)

    All caging and maintenance of animals will be in a sanitary and humane manner. Further, the animal shelter will comply with all state statutes, regulations, and County ordinances pertaining to the humane treatment and disposition of animals as defined by F.S. § 828.02.

    (4)

    The animal shelter will obtain and maintain all state and county licenses and permits necessary for it to discharge its responsibilities under this article, including the State of Florida permit issued by the department of professional regulation to purchase, possess, and use sodium pentobarbital or sodium pentobarbital with lidocaine as provided in F.S. § 828.055.

    (5)

    The animal shelter will be open and available to the general public normal business hours, which shall include but not limited to one evening per week and/or Saturday mornings.

    (6)

    The animal shelter will maintain records of all accounts, invoices for reimbursable expenses, books, accounting procedures and practices and supporting documentation for any activities related to this article for a period of five years from performance. Such records shall be sufficient to permit a proper pre- and post- audit in accordance with generally accepted governmental accounting standards and to reflect properly all direct and indirect costs of whatever nature claimed to have been incurred in accordance with generally accepted accounting standards for performance under this article or any agreement with the county to provide the services contemplated by this article. Such examination shall include inspection at all reasonable times of the animal shelter's facilities, or such parts thereof, as may be engaged in the performance of duties under this article or of any agreement with the county.

    (7)

    The Animal shelter will establish and post standardized charges and policies relating to the impoundment, redemption, and adoption of animals in its charge.

    (8)

    The procedure to be followed to terminate ownership rights of owners of animals that have been seized as a result of allegations of abuse, cruelty, or neglect.
